Boycotting the IV Eastern Europe and Central Asia HIV/AIDS Conference
State authorities and non-governmental organizations of Ukraine are going to boycott the participation in IV Eastern Europe and Central Asia HIV/AIDS Conference scheduled for May 12-13, 2014, in Moscow
March 18, 2014 - Presently Ukraine is one of the leaders in combating HIV epidemic and its consequences in the region
of Eastern Europe and Central Asia. The progress demonstrated by our country in HIV prevention and treatment is acknowledged on the
international level.
Ukrainian experience of HIV response, built on the platform of bold innovational approaches and systematic implementation of the most
efficient practices within the framework of solid and reliable state and civil sector partnership is recommended for implementation
in the region of Eastern Europe and Central Asia, as well as in other countries.
The government of Ukraine and the civil society institutions operating in HIV/AIDS prevention field have always been declaring
their willingness to widely share their experience which proved to be successful in impacting the epidemic. We welcome the
principles of open intersectoral cooperation in the context of learning our best practices in this field, as well as
information exchange.
However, invasion and mode of the Russian troops operations on the territory of the Autonomous Republic of Crimea is a direct and blatant
interference of the Russian Federation with internal affairs of Ukraine, contradicting basic norms of international law and fundamentals
of good neighborhood. These actions are conducive to the breach of Russian obligations towards Ukraine within the framework of the
existing international agreements.
In connection with actual critical situation the state bodies and the non-governmental organizations operating in HIV/AIDS sphere are
pressed to refuse from participation and announce boycott to the
IV Eastern Europe and CentralAsia HIV/AIDS Conference scheduled for May 12-13, 2014 in Moscow under the auspices of
the Russian Federation Government, as well as terminate its operation in the organizational committee of this event.
Strongly objecting to any actions leading to violation of territorial integrity or political unity of Ukraine, as well as relying upon
the principles of equality and self-determination of nations, we hope that our statement would be supported by our colleagues from
other countries. Moreover, we would like to express our support and solidarity with our numerous friends and colleagues in the
Russian Federation, who have been bravely and restlessly confronting the HIV epidemic.
The Ukrainian side was compelled to boycott the IV Eastern Europe and Central Asia HIV/AIDS Conference scheduled for May 12-13, 2014
in Moscow in order to call upon peaceful and constructive settlement of the conflict and avoidance of any threat to the national
interests and safety.
